3. Uniforms & Equipment
3.1 Required Equipment
- Department-issued firearm (holstered)
- Taser (when qualified)
- Handcuffs (2 sets minimum)
- Radio
- Body camera (must be active during all interactions)
- Flashlight
- First aid kit
3.2 Vehicle Assignment
- Marked patrol vehicles for standard duty
- Unmarked vehicles for detectives/special units
- Motorcycles for traffic enforcement (certified only)
4. Patrol Procedures
4.1 Shift Start
- Arrive 10 minutes before shift
- Check in with Watch Commander
- Receive briefing on current situations
- Check out vehicle and equipment
- Log on to MDT and radio
4.2 Priority Response

4.3 Backup Policy

- Building searches: Minimum 3 units
- Always request backup when outnumbered
5. Traffic Stops
5.1 Initiating a Stop
- Observe violation or reasonable suspicion
- Activate emergency lights
- Call out location, vehicle description, plate number
- Wait for vehicle to stop safely
5.2 Approach Procedure
- Exit vehicle when safe
- Approach on driver side (or passenger side if safer)
- Position yourself behind B-pillar
- Request license and registration
- Return to patrol vehicle to run checks
5.3 High-Risk (Felony) Stops
Felony Stop Procedure:
- Call for backup before initiating
- Use PA system to issue commands
- Have occupants exit with hands visible
- Approach only when subjects are prone/secured
- Clear vehicle before allowing subjects up
6. Pursuit Policy
6.1 When to Pursue
Pursuits are authorized when:
- Suspect committed a felony
- Suspect poses immediate threat to public safety
- Benefits of apprehension outweigh risks
6.2 When NOT to Pursue
- Minor traffic violations only
- Excessive speeds in residential areas
- Poor weather/road conditions
- Pursuing motorcycles (unless felony)
6.3 Pursuit Tactics Authorization

7. Use of Force
7.1 Force Continuum
Force must be proportional to the threat level:

7.2 Lethal Force
Lethal force is ONLY authorized when:
- There is immediate threat to life (officer or civilian)
- To prevent escape of a violent felon who poses threat
- All other options have been exhausted or are not feasible
8. Arrest Procedures
8.1 Making an Arrest
- Clearly state "You are under arrest for [charges]"
- Handcuff subject (hands behind back)
- Search incident to arrest
- Read Miranda rights
8.2 Miranda Rights
"You have the right to remain silent. Anything you say can and will be used against you in a court of law. You have the right to an attorney. If you cannot afford an attorney, one will be provided for you. Do you understand these rights?"
8.3 Bail Schedule
